Na pr\u00e1tica, se a hip\u00f3tese levantada pela proje\u00e7\u00e3o se confirmar, de 53 servidores efetivos e estabilizados e empregados p\u00fablicos dispon\u00edveis, 40 poder\u00e3o aposentar-se at\u00e9 2020. Portanto, h\u00e1 um risco de perda quantitativa da for\u00e7a de trabalho no curto e m\u00e9dio prazo. Ressalta-se ainda que existe um fator que pode alterar a curva de aposentadoria do \u00f3rg\u00e3o. Atualmente est\u00e1 sendo pleiteado junto \u00e0 Seplag uma gratifica\u00e7\u00e3o* por desempenho que, se aprovada, poder\u00e1 exigir 5 anos adicionais de tempo de servi\u00e7o dos servidores efetivos e estabilizados e empregados p\u00fablicos caso queiram incorpor\u00e1-la \u00e0 aposentadoria.<\/span><\/div>\n<div style=\"margin-top: 6pt; margin-bottom: 6pt; margin-left: 0.31in; text-align: justify; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\">\u2022<\/span><\/span><span style=\"font-size: 12pt; font-family: Ebrima; color: #404040; font-weight: bold;\">Enfraquecimento e\/ou perda da for\u00e7a de trabalho t\u00e9cnica<\/span><span style=\"font-size: 12pt; font-family: Ebrima; color: #404040;\">. Dos colaboradores atuais, um pequena fra\u00e7\u00e3o destes s\u00e3o Engenheiros e Ge\u00f3logos. Esses profissionais, sobretudo os que t\u00eam mais tempo de servi\u00e7o, det\u00e9m o conhecimento espec\u00edfico sobre os principais processos final\u00edsticos do \u00f3rg\u00e3o, tais como: constru\u00e7\u00e3o de barragens, adutoras, canais, po\u00e7os, etc. H\u00e1 um consenso na Sohidra que os cursos ofertados (sejam eles superiores ou t\u00e9cnicos) n\u00e3o s\u00e3o suficientes para formar um profissional capaz de atender, a contento, as demandas do \u00f3rg\u00e3o, ou seja, para o profissional inexperiente \u00e9 necess\u00e1rio viv\u00eancia pr\u00e1tica e conviv\u00eancia com profissionais experientes para completar seu o ciclo de aprendizado. Com essa realidade e uma perspectiva de n\u00e3o contrata\u00e7\u00e3o de novos profissionais e aposentadoria dos mais experientes, a Sohidra n\u00e3o corre apenas o risco de perder em quantidade de colaboradores, mas tamb\u00e9m em capital intelectual, este sendo o mais oneroso para o \u00f3rg\u00e3o e para o Estado, pois torna o processo de aprendizado demasiadamente moroso e caro, pois uma vez que fiquem sem tutores, haver\u00e1 uma exig\u00eancia maior para profissionais inexperientes, que dever\u00e3o dedicar ainda mais tempo e esfor\u00e7o para aprender e performar dentro das expectativas.<\/span><\/div>\n<div style=\"margin-top: 6pt; margin-bottom: 6pt; margin-left: 0.31in; text-align: justify; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\">\u2022<\/span><\/span><span style=\"font-size: 12pt; font-family: Ebrima; color: #404040; font-weight: bold;\">Segundo os gestores e t\u00e9cnicos da Sohidra, a estrutura remunerat\u00f3ria e a aus\u00eancia de um Plano de Cargos e Carreiras pr\u00f3prio do \u00f3rg\u00e3o dificulta a atra\u00e7\u00e3o e manuten\u00e7\u00e3o de profissionais qualificados.&nbsp;<\/span><span style=\"font-size: 12pt; font-family: Ebrima; color: #404040;\">Foram citados, pelas diretorias, in\u00fameros casos de perda de profissionais com alto potencial e capacidade t\u00e9cnica em fun\u00e7\u00e3o da aceita\u00e7\u00e3o de propostas de trabalho financeiramente superiores. Com isso, foi afirmado que exige-se do profissional uma responsabilidade muito alta, como coordenar e fiscalizar obras que somam valores acima de R$2 bilh\u00f5es de reais, com remunera\u00e7\u00e3o n\u00e3o satisfat\u00f3ria e sem perspectiva de melhoria na estrutura de remunera\u00e7\u00e3o.<\/span><\/div>\n<div style=\"margin-top: 6pt; margin-bottom: 6pt; margin-left: 0.31in; text-align: justify; direction: ltr; unicode-bidi: embed;\"><span style=\"font-size: 12pt;\"><span style=\"font-family: Arial;\">\u2022<\/span><\/span><span style=\"font-size: 12pt; font-family: Ebrima; color: #404040; font-weight: bold;\">A infraestrutura que o \u00f3rg\u00e3o disp\u00f5e \u00e9 considerada insuficiente para atender \u00e0s demandas atuais<\/span><span style=\"font-size: 12pt; font-family: Ebrima; color: #404040;\">. Foram citados, pelos diretores, a falta de ve\u00edculos, recursos tecnol\u00f3gicos e car\u00eancia da infraestrutura da sede.
