{"id":1476,"date":"2008-10-31T15:01:24","date_gmt":"2008-10-31T18:01:24","guid":{"rendered":"http:\/\/ww16.ce.gov.br\/saude\/2008\/10\/31\/termo-de-compromisso-de-gestao-estadual\/"},"modified":"2008-10-31T15:01:24","modified_gmt":"2008-10-31T18:01:24","slug":"termo-de-compromisso-de-gestao-estadual","status":"publish","type":"post","link":"https:\/\/ww16.ce.gov.br\/saude\/2008\/10\/31\/termo-de-compromisso-de-gestao-estadual\/","title":{"rendered":"Termo de Compromisso de Gest\u00e3o Estadual"},"content":{"rendered":"<p class=\"style1\" align=\"left\"><span style=\"font-family: arial,helvetica,sans-serif;\" face=\"arial,helvetica,sans-serif\">Termo de Compromisso de Gest\u00e3o que firma a Secretaria Estadual de Sa\u00fade do Cear\u00e1, representada pelo seu Secret\u00e1rio de Estado da Sa\u00fade, com o objetivo de pactuar e formalizar a assun\u00e7\u00e3o das responsabilidades e atribui\u00e7\u00f5es inerentes \u00e0 esfera estadual na condu\u00e7\u00e3o do processo permanente de aprimoramento e consolida\u00e7\u00e3o do Sistema \u00danico de Sa\u00fade.<\/p>\n<p>O Governo Estadual do Cear\u00e1, por interm\u00e9dio de sua Secretaria Estadual de Sa\u00fade, inscrita no CNPJ sob n.\u00ba 07.954.571\/0001-04, neste ato representada por seu Secret\u00e1rio Estadual da Sa\u00fade, Jurandi Frutuoso Silva, casado, portador da carteira de identidade n.\u00ba 559.147, expedida por SSP\/Ce, e inscrito no CPF sob o n.\u00ba 104.643.443-87, considerando o que disp\u00f5e a celebra o presente Termo de Compromisso de Gest\u00e3o Estadual, formalizando os pactos constitu\u00eddos e as responsabilidades da gest\u00e3o estadual do Sistema \u00danico de Sa\u00fade \/ SUS, frente ao disposto na Portaria MS n\u00ba 399\/GM, de 22 de fevereiro de 2006, que estabelece as Diretrizes Operacionais dos Pactos Pela Vida, em Defesa do SUS e de Gest\u00e3o.&nbsp;<\/p>\n<p><\/span><span style=\"font-family: arial,helvetica,sans-serif;\" face=\"arial,helvetica,sans-serif\"><strong>CL\u00c1USULA PRIMEIRA \u2013 DO OBJETO&nbsp;<br \/><\/strong><br \/>O presente Termo de Compromisso de Gest\u00e3o formaliza o Pacto pela Sa\u00fade nas suas dimens\u00f5es Pela Vida e de Gest\u00e3o, contendo os objetivos e metas, as atribui\u00e7\u00f5es e responsabilidades sanit\u00e1rias do gestor estadual e os indicadores de monitoramento e avalia\u00e7\u00e3o desses Pactos.<br \/>\u00a7 1\u00ba&nbsp; Nos casos em que n\u00e3o for poss\u00edvel assumir integralmente todas as responsabilidades constantes deste Termo, deve-se pactuar o cronograma, identificando o prazo no qual o estado passar\u00e1 a exerc\u00ea-la na sua plenitude.<br \/>\u00a7 2\u00ba&nbsp; As a\u00e7\u00f5es necess\u00e1rias para a consecu\u00e7\u00e3o deste cronograma, assim como para o alcance das metas e objetivos pactuados, devem ser contempladas no Plano Estadual de Sa\u00fade.<\/p>\n<p><\/span><span style=\"font-family: arial,helvetica,sans-serif;\" face=\"arial,helvetica,sans-serif\"><strong>CL\u00c1USULA SEGUNDA \u2013 DAS ATRIBUI\u00c7\u00d5ES E RESPONSABILIDADES SANIT\u00c1RIAS DOS ESTADOS.<\/p>\n<p><\/strong>As atribui\u00e7\u00f5es e responsabilidades sanit\u00e1rias contidas neste Termo ser\u00e3o pactuadas mediante o preenchimento do quadro correspondente a cada um dos eixos, a saber: 1. Responsabilidades gerais da Gest\u00e3o do SUS; 2. Regionaliza\u00e7\u00e3o;3. Planejamento e Programa\u00e7\u00e3o; 4. Regula\u00e7\u00e3o, Controle, Avalia\u00e7\u00e3o e Auditoria; 5. Gest\u00e3o do Trabalho; 6. Educa\u00e7\u00e3o na Sa\u00fade; 7. Participa\u00e7\u00e3o e Controle Social.<br \/>\u00a7 1\u00ba O quadro identifica a situa\u00e7\u00e3o do estado, frente ao conjunto das responsabilidades, para as condi\u00e7\u00f5es de \u201cRealiza\u201d, \u201cN\u00e3o realiza ainda\u201d e \u201cPrazo para realizar\u201d.<br \/>\u00a7 2\u00ba Nas Responsabilidades Gerais da Gest\u00e3o do SUS, o item 1.1 n\u00e3o \u00e9 pass\u00edvel de pactua\u00e7\u00e3o, visto expressar princ\u00edpio doutrin\u00e1rio do SUS, devendo orientar as a\u00e7\u00f5es de todos os estados.<br \/><\/span><strong><br \/><span style=\"font-family: arial,helvetica,sans-serif;\" face=\"arial,helvetica,sans-serif\">1.
